Over the past 30 years working in PACE compliance, I’ve seen firsthand how essential strong compliance practices are to sustaining the model of care.

When it works well, strong compliance practices protect participants, reinforce program integrity, and build trust with families, regulators, and partners. Just as importantly, well-designed compliance systems make the right thing easier for staff to do. When documentation, oversight, and workflows align with regulations, teams can focus on care instead of chasing paperwork.

But achieving that alignment is rarely simple.

When we introduced ILLUMINATE compliance last week, we shared how IntusCare is expanding our ecosystem to help PACE organizations strengthen compliance oversight. This post dives deeper into our ILLUMINATE solution, why PACE compliance matters, and why maintaining it consistently is harder than many people realize.

Compliance in PACE is getting harder

PACE programs operate in one of the most highly regulated environments in healthcare, and that environment continues to evolve.

Programs are navigating multiple pressures at once:

  • Frequent regulatory updates
  • Increased scrutiny around fraud, waste, and abuse
  • Staff turnover and bandwidth constraints
  • Competing priorities across growth, operations, and care delivery
  • Siloed systems and fragmented documentation processes

In my experience, the challenge of maintaining compliance in the face of these pressures is rarely intent. Teams care deeply about compliance and about doing right by participants. The real challenge is visibility.

As operational complexity increases, small gaps begin to appear:

  • Services delivered but not documented clearly
  • IDT decisions are not consistently tracked
  • Oversight processes that exist on paper but aren’t always reflected in day-to-day practice

Over time, these gaps make PACE compliance harder to sustain consistently across the organization.

The costs of getting it wrong are real

Small compliance gaps can create large consequences…

Exposure

When compliance processes break down—even in small ways—those gaps often surface during audits or regulatory reviews. Programs may face findings, sanctions, or enrollment freezes that disrupt operations and growth. Addressing those issues typically requires extensive corrective action planning, additional oversight, and significant staff attention. What begins as a documentation gap can quickly become a regulatory burden that takes months to fully resolve.

Revenue loss

Compliance breakdowns can also create financial risk that isn’t immediately visible. Services may be delivered appropriately but not documented in a way that defensibly demonstrates what occurred. When that happens, programs may face denied claims, repayment risk, or lost reimbursement tied to care that was properly delivered but not clearly captured. Over time, these documentation gaps can quietly erode margins and create unnecessary financial exposure.

Operational strain

Compliance issues also place significant strain on the organization. When findings arise, teams can spend weeks responding to audits, gathering documentation, and implementing remediation plans. Staff who should be focused on participants are pulled into corrective work, and leadership teams are forced into reactive problem-solving instead of proactive improvement. The result is an organization operating in “fire drill” mode rather than building a sustainable compliance posture.

A more sustainable approach to PACE compliance

In my experience designing compliance programs, strong compliance is built through visibility and consistency, not last-minute preparation.

Organizations need a clear, objective view of where they stand today: their compliance posture, operational risk, and the effectiveness of their oversight processes. Without that baseline, it’s difficult to prioritize improvements or align teams around the right actions.

Once that clarity exists, the focus shifts to strengthening the systems that keep compliance aligned with care delivery. That includes reinforcing documentation practices, improving operational consistency, and ensuring processes designed to protect participants are functioning in everyday operations.

Just as importantly, PACE compliance must be sustained over time. Regulatory expectations evolve, teams change, and operational pressures continue to grow. Maintaining alignment requires ongoing visibility into emerging risk, structured follow-through on remediation efforts, and reinforcement of best practices across the organization.

This is the thinking behind ILLUMINATE Compliance.

ILLUMINATE helps PACE programs:

  • See clearly where they stand today
  • Address compliance gaps with practical, defensible actions
  • Sustain alignment with CMS expectations over time

By bringing structure and visibility to compliance oversight, the goal is simple: ensure compliance reinforces care rather than competing with it.

How we partner with programs

Every organization approaches compliance from a different starting point. Some programs need clarity on their current posture, while others want sustained oversight to reinforce strong practices and monitor emerging risk.

ILLUMINATE supports both:

Point-in-time clarity

For organizations seeking an objective view of their current state, we offer focused engagements that provide clear insight into compliance and operational risk. These may include:

  • CMS mock audits aligned with regulatory expectations
  • Operational risk assessments that identify enterprise fraud, waste, and abuse vulnerabilities
  • Compliance program reviews evaluating governance, training, and reporting structures

The outcome is a clear understanding of where gaps exist, why they matter, and what actions should come next.

Ongoing confidence

Some organizations want continuous visibility rather than periodic assessments. Through structured monthly or quarterly monitoring, we help programs:

  • Maintain visibility into emerging compliance risks
  • Track corrective actions and remediation progress
  • Reinforce strong documentation and oversight practices
  • Stay aligned with evolving regulatory expectations

This ongoing partnership helps ensure small issues are identified early, before they become larger regulatory or operational challenges.

Building a culture of compliance

At its best, compliance doesn’t feel like oversight. It:

  • Feels like alignment and creates clarity across compliance, clinical, and operational teams.
  • Ensures that processes designed to protect participants are functioning in daily practice.
  • Gives leadership confidence that the program is operating in a way that protects both participants and long-term sustainability.

That’s the vision behind ILLUMINATE.

Not simply identifying compliance risk, but helping PACE programs build the visibility, structure, and partnership needed to manage it with confidence.
